500 Kirkham

The Herbert Enterprise Group (THEG), through its interest in Capital Stone Group, obtained full entitlements and approvals to develop 500 Kirkham Street, a 417-unit mixed-use, multi-family project as the next phase of the Mandela Transit Village. The property is located at the northeast corner of 5th and Kirkham Streets in West Oakland. 

THEG spearheaded the transaction that will transform vacant property formerly owned by the California Department of Transportation (CalTrans) into a thriving residential mixed-use development just one block from the West Oakland BART Station, and minutes from downtown San Francisco by transit. 

Due to the City of Oakland’s Inclusionary Housing Requirement, each building in this proposed development will deliver mixed-income housing with some Below Market Rate units required by statute. 

The buildings are designed with ground floor retail, and configured to work harmoniously with one another. There are both adequate parking and circulation areas 

In the Spring of 2017, West Oakland Development Group LLC was able to successfully sell the entitled parcel 500 Kirkham to Patrick Kennedy’s Panorama Interest.

500 Kirkham is Panoramic’s proposed new workforce housing development, adjacent to the West Oakland BART station, in Oakland, CA.  The project will comprise 1,032 apartments and 35,000 SF of flex/commercial space, in three buildings, separated by two new pedestrian streets.

The development will take full advantage of its proximity to newly revitalized downtown Oakland, and to the only BART station directly connected to every other station in the Bay Area.

The 500 Kirkham mixed-use project reimagines West Oakland BART with a 232-foot-tall tower, a low parking ratio, a modular-ready design, and active, pedestrian-only alleys lined with spaces for makers and small local businesses. The project will add 1,032 units of market-rate and affordable housing within a few blocks of the West Oakland BART station.

Urban Planning Partners helped a development team, new to Oakland, though the City’s entitlements process by:


  • Reviewing development applications and plans for code compliance and completeness, attending meetings with the City, and strategizing a streamlined environmental review
  • Exploring various approaches to development density and ultimately significantly increasing the amount of development approved for the site

Urban Planning Partners facilitated the project’s State Density Bonus application, which was one of Oakland’s first. The State Density Bonus law allowed the project to increase its unit count from 763 units to 1,032 units, designating 11% of units as affordable units for very-low-income residents.
