The Team
The Herbert Enterprise Group is a strategic consortium of several companies: Capital Stone Group, LLC (CSG), Greenstone Development, LLC (Greenstone) Grid Development Partners LLC (GDP) and Focon, Inc. (FOCON). Capital Stone Group, LLC (“CSG”)
Capital Stone Group (“CSG”) is a real estate development services company based in Oakland, California. CSG is the predecessor to THEG, as a company focused on real estate transactions, assembly of property and pursuit of entitlements. CSG is best known for its diligence and success in assembling property and pursuing entitlements associated with the redevelopment of the West Oakland BART Station area.
CSG is the acting real estate developer for the Mandela Transit Village at the West Oakland BART Station. After nearly 20 years of concerted effort, the first phases are underway, consistent with the vision for a master planned, transit-oriented development surrounding the BART station. This nearly one billion dollar venture encompasses the planning, entitlement and development of more than thirteen (13) acres of property along 7th street in West Oakland. CSG has overseen two phases of the mixed-use project, including 417 multi-family units with 28,000 square feet of commercial space and a 1,300 space parking garage (to be used by BART riders), with 523 residential units and 6,000 square feet of retail space.
Most recently, CSG has served as a for-profit developer focused on acquiring and developing charter school facilities for existing charter school management organizations in Northern California. Projects underway include Epic Middle School and Latitude High School in Oakland, California.
Greenstone Development (“GSD”)
Greenstone Development Partners (“GSD”) is a real estate development and consulting company led by Jai Jennifer, a seasoned project manager and consultant with more than 20 years of experience in the San Francisco Bay Area. GSD brings extensive experience in evaluating real estate opportunities, producing project master plans, performing feasibility studies and providing financial consulting on a diversity of project types ranging from waterfront, transit- oriented and mixed use commercial developments, to maritime, industrial, warehouse and clean energy projects, to market-rate and affordable housing. The company specializes in real estate investments in urban communities, especially investment opportunities at key intersections, on the waterfront, and near transit. GSD can assist in identifying sites, structuring favorable financing strategies and providing overall support to clients, including the acquisition, development and investment partnerships. GSD brings hands-on experience that has enabled our team to lend expertise on landmark commercial developments, including military base conversion projects.
GSD has provided planning, feasibility and project management services for large, master planned developments, including Mandela Transit Village. GSD principals have worked closely with company owners, government agencies, property developers, real estate investors and community organizations to devise real- world solutions to achieve shared real estate objectives. Projects completed and underway include:
- The World Trade Center Study for the City of Oakland;
- Feasibility Study for the Reuse and Redevelopment of the historic Kaiser Auditorium for Educational Purposes;
- Investment Analysis of the Jack London Square Phase I & Phase II Portfolio for the Port of Oakland;
- Redevelopment of Adcock-Joyner Apartments at Frank Ogawa Plaza in Oakland’s City Center;
- Thomas L. Berkley Square Housing and Commercial Development in Oakland’s Uptown District;
- Financial Consultant for Mandela Transit Village, including 500 Kirkham Street Development.
- Financial consultant to the Acquisitions Department of STAPLES Center / LA Arena Company.
Grid Development Partners (“GDP”)
Grid Development Partners (“GDP”) is a Microgrid Manufacturing, Engineering, Procurement, and Construction (M&EPC) company with hands-on experience in the production and applications of off-grid energy systems. For more than fifty years, GDP’s management team has been involved in environmental and economic development projects for corporate, utility, education, and government institutions. The company’s success is hinged on the vast energy development opportunities in the U.S., Asia, Africa, and China in the areas of Demand Reduction; Wind (small systems and wind farms); Biomass (biogas and biofuels); Micro, Pico Hydro, and Solar Energy (PV) farms; and Advanced Energy Storage, including automated controls and monitoring. GDP helps companies define the scope of their energy projects, identify equity investors, and source high-quality, low-cost producers of pertinent Intelligent Energy (IE).
FOCON, INC. (“FOCON”
FOCON, INC. is a privately owned California licensed General Building and General Engineering firm founded by Michael Seals in April 1997. Since its inception, the company has successfully completed various public works projects throughout the San Francisco Bay Area, ranging in size from $35,000 to $24 Million. Through a merger with Capital Stone Group, FOCON has expanded its business relationships and added both design and engineering capabilities to the company.
FOCON has successfully completed projects throughout the San Francisco Bay Area ranging from the installation of storm drains, sanitary sewer and fire lines for the Oakland Unified School District (OUSD), to the installation of 136 structural concrete canopy footings at the Oakland International Airport.
Recently, FOCON completed two OUSD construction projects through Joint Venture partnerships valued at $12 million and $15 million, respectively. Current projects include:
(1) Whittier Greenleaf School — $22M new construction for Oakland Unified School District; (2) Fremont High School — $95M new construction for Oakland Unified School District; (3) Calvin Simmons School — major construction for Oakland Unified School District; (4) Lowell Middle School — $22M new construction for the KIPP Academy and Oakland Unified School District;
In all, FOCON has fulfilled more than $37 million of construction contracts with the Oakland Unified School District alone in the last four years.
